Aggrieved families seek alternative accommodation, more time to shift
NAHARLAGUN, Jun 30: The families of 46 police personnel residing at B Sector MT colony here have been left in a desolated state of mind when the State Government through the DGP’s office on June 22 served a notice directing them to vacate their quarters and temporary shelters on or before June 30.
The notice was served aftermath of the government’s decision to convert the Tomo Riba State Hospital into Medical College and subsequent decision to hand over the said land, where the police personnel are residing, to the Department of Health.
Aggrieved over the sudden notice, the families who have been residing in the colony since year 2000 in a representation submitted to chief secretary S Gamlin have appealed to immediately provide an alternative accommodation for them.
Stating that the family members of the police personnel have never been arrayed with any prior notice by the authority concerned in connection with acquisition and eviction for the proposed Government Medical College, the letter stated that even the PWD has started erecting RCC walls around the colony for the same purpose causing untold hardships for all, especially the school going children.
“This is against the principles of natural justice,” the letter further read claiming, had they not occupied the said quarters, land and barracks, the place by now would have been encroached by someone else.
It was also informed that the members have submitted similar representations to the secretary (Home) and the DGP.
Chief Minister Kalikho Pul who recently met the aggrieved families did assure that he would soon provide an alternate accommodation and accordingly the 46 families have been provided temporary shelter at the Chimpu barrack.
However, not satisfied with the arrangement the families further appealed to the chief minister to postpone the notice till end of this year. They have also urged the chief minister to try and accommodate the families in and around Naharlagun and Lekhi area.
Asserting that the accommodation provided is not at all convenient, the families added that in total only 30 families can be accommodated in the given space that too in a congested manner.
"It will be very tough for us to shift to another area in such a short notice and moreover the studies of our children would be hampered if the eviction happens as they study in various schools, " lamented one of the police personnel's wives in the state of anonymity.
" We are not against the eviction nor against the state government. All we are asking for is time and an alternate place where we can carry on with our lives, " she added.
MP, Org says no to IMFL factory at Niglok
PASIGHAT, Jun 30: East Arunachal MP, Ninong Ering on Thursday has appealed Chief Minister Kalikho Pul to reject the establishment of IMFL factory at Niglok.
In his letter to the Chief Minister, Ering said that a local NGO, Women Against Social Evil (WASE) has strongly opposed the proposal for establishment of the IMFL factory at Niglok under East Siang. The land was made available for industrial growth purpose and should be used genuinely for productive purposes and employment generation, reasoned WASE.
It also added that such liquor distillation and bottling unit would hamper the progress of the upcoming Sainik School at Ruksin. Our young generation in particular would be misguided and ultimately the entire district would be the sufferer, stated the MP.
Meanwhile, expressing concern on the proposal for establishment of an IMFL distillery and bottling plant at Industrial Growth Centre at Niglok under East Siang, WASE has requested the state government not to permit the distillery and bottling plant in the district.
In a meeting at Pasighat, WASE stated of democratic protest against the IMFL distillery & bottling plant and any kind of tobacco industry. It added that the M/S Tsong Distillery Pvt. Ltd, Gangtok, Sikkim is taking clearances from the state government for establishing the distillery.
Accordingly WASE has submitted a complaint to the Director Industries, GoAP on June 28.
Earlier on Thursday, WASE members also met MP Ninong Ering and urged him to take up the issue with the Chief Minister for immediately cancelling the permission of the IMFL factory in view of the larger interest of common public.
IPR Dept bids adieu to CM Longphong
ITANAGAR, Jun 30: The officers and staff of the department of Information and Public Relations bid farewell to their outgoing Director, CM Longphong at a function held at the DIPR conference hall, Naharlagun on Thursday.
Longphong has rendered 35 years of valuable service to the state, joining the department as a DIPRO in the beginning of his career. He was born to Late Chow Hoing Longphong in the year 1958 at his native village Lathao under Namsai and graduated with BA Honours from Jawarharlal Nehru College (JNC),Pasighat. He was promoted to the post of Director IPR in 2013, after serving as Deputy Director since 1999. He also rendered valuable services as PRO to Chief Minister.
Deputy Director IPR Obang Tayeng, in his speech, recalling his professional association with the outgoing Director, said he was one of the most resourceful, experienced and creative Officer of the department. Tayeng further said outgoing director was an invaluable human resource asset for the department.
The outgoing Director CM Longphong, in his address, while thanking everyone, said that he had discharged his duty with a deep sense of commitment and dedication. He advised his official team to keep on learning in life adding that "there is no limit to learning".
Former Director, Supriyo Deb, also joined on the occasion and in his farewell speech, said that the outgoing Director has left behind a legacy.
Officials and staffs of the department including Deputy Directors Dasher Teshi and Michi Kani, Assistant Director Radhe Tajung, Account Officer Nani Kaye, Finance and Account Officer, Mame Garu also spoke on the occasion and shared their experiences of working with him. (DIPR)
NSUI demands relaxation in eligibility criteria
ITANAGAR, Jun 30: National Students Union of India (NSUI) State Unit has appealed to the Director of Higher and Technical Education to make some changes in the eligibility criteria for admission in under-graduate course by lowering the percentage of marks for students of colleges' catchment area.
The NSUI informed that those students, who have secured below 40% marks in aggregate in the intermediate examination (10+2), have been deprived of admission in colleges of their own area/district. Many students, having no any alternative, are giving up further studies due to financial problem as they can't afford to take admission in private colleges. Thus frustrated students may take the wrong path, the NSUI said.
It appealed to the State Government to take up the matter for necessary changes in the catchment area rules by lowering the percentage criteria from 40% to 35%, so that students from poor family securing below 40% marks in aggregate class in 12 examinations can get admission in the College of their own area/district.
NSUI further appealed to lower the marks from 55% to 50% for non-catchment area (open quota) for admission in BA Semester-1 and that admission process be done online.
DM bans tinted films on car windows
ITANAGAR, Jun 30: The District Magistrate (DM), Itanagar Capital Complex through an executive order has prohibited the sale and affixing of tinted or black films on windows of car/four wheelers with immediate effect.
Only car windows that have been tinted within permissible limits by the manufactures will be allowed, and all other vehicles with any percentage of tinted films will be removed even if it is within the permissible limit of 70% transparency on the front and rear windows and 50% transparency for the side windows, the order said.
The order has been issued after it was brought to the notice of the DM that many car décor shops in Capital Complex are selling tinted or black films and affixing them on the front/ rear screens and side windows of the cars in violation of Supreme Court order.
The Supreme Court in its order of May, 2012 prohibited use of black films of any visual light transmission percentage or any other material upon the safety glasses, windscreens and side glasses of all vehicles throughout the country.
All the owners of car décor shops/ workshops are directed not to store, sell and affix such tinted film on cars/ 4-wheelers.
If anybody is found to be violating the order, action would be taken against them as per relevant provisions of law, including seizure and destruction of such banned items by the authorities without further notice, the order said.
IMC deputy chief councilor resigns
ITANAGAR, Jun 30: Deputy Chief Councilor of Itanagar Municipal Council (IMC) Kipa Babu has resigned from his post on personal grounds.
His resignation has been accepted by the Chief Councilor of IMC on June 15 on the advice of the members of the Empowered Standing Committee of the urban body.
In the meantime, IMC has initiated necessary action for appointment of a new Deputy Chief Councillor for IMC, according to chief councilor Kipa Kaku.
APSIC to look after Food Commission
ITANAGAR, June 30: Arunachal Pradesh State Information Commission (APSIC) has been empowered to discharge the work of Arunachal Pradesh State Food Commission (APSFC).
In a release, APSIC Deputy Registrar Marina Siram informed that the Governor of Arunachal Pradesh has delegated the APSIC with the responsibilities to discharge the work of the regulatory body for hearing consumers' grievances under the National Food Security Act.
The power and function of the APSFC include monitoring and evaluation of the implementation of NFS Act, hearing of appeals against order of the district grievances redressal officers and preparation of annual report among others.
The State Food Safety Commission also shall have all powers of a civil court while enquiring any matter referred to it.
Two-wheelers seized
AALO, Jun 30: Over 50 two-wheelers were seized and revenue of around one lakh was recovered during a three day-long vehicle checking conducted recently by the West Siang district administration under the supervision of Town Magistrate, Liyi Bagra.
The drive was aimed at checking tax evasion without registration and renewal, driving without proper license, under-age driving and violation of traffic rules under MV Act 1988.
The defaulters have been given seizure list containing summons and penalties and all the seized vehicles have been kept at the police station. The defaulters have been directed to deposit the penalties in treasury challan, copies of which are to be produced before magistrate and police to release the vehicles. Similar checking drives will be continued in different locations to control unauthorized driving and tax evasions. (DIPRO)

ITANAGAR, Jun 30: Taking cognizance of defying an order to furnish information to one Taje Tajo, the Arunachal Pradesh State Information Commissioner has penalized Deputy Director cum PIO Urban Development Seppa, East Kameng district of Rs 25000 (twenty five thousand) only. The PIO has been directed to deposit the amount in favour of the Registrar APIC through treasury challan before 21 July 2016.
Mock drill on disaster preparedness conducted
YUPIA, June 30: Awareness cum mock drill on earthquake preparedness and rescue operation was conducted at Government Higher Secondary School Doimukh on Thursday by the District Disaster Management Authority (DDMA), Papum Pare in collaboration with the 12th Bn NDRF, Doimukh.
Addressing the students Inspector, Basuki Nandan Pandey of 12th Bn NDRF, Doimukh informed that the NDRF team is ready to conduct such awareness programme in other schools and areas of the district to create awareness amongst the students and the villagers.
The NDRF personnel conducted mock drills on rescue operations and First Aid techniques to the victims during disaster by involving few volunteers of the school.
Earlier, DDMO Yupia, Preetha Menon advised the students to make themselves acquainted with the Do's and Don'ts during an earthquake and other natural calamities.

Retiring DFO visits avenue plantation on his last day in office
DAPORIJO, Jun 30: Retiring Divisional Forest Officer (DFO) Taji Bui inspected avenue plantation at Mell Botom Tourist Lodge on his last day in office on Thursday and expressed his happiness on seeing the well developed and well grown seedlings.
Upper Subansiri district administration in collaboration with Department of Environment and Forest initiated the plantation programme in the premises of the tourist lodge last year to mark the then Tourism Minister Pema Khandu's official tour to the district to inaugurate the tourist lodge.
DFO Bui, who was felicitated for his immense contribution to district administration's endeavour of making Daporijo clean and green through avenue plantation in a function organized coinciding with the day of his retirement here on Wednesday, urged the government officers, senior citizens and people from all sections of society to cooperate with Mell Botom Tourist Lodge to ensure convenience of visiting domestic as well as foreign tourists during their stay. He said that comfortability of tourist is a key issue in promotion of tourism.
Besides the tourist lodge, similar plantation drives were organized by the Department of Environment and Forest led by the DFO and Deputy Commissioner Komkar Dulom at DC's office and approach road, officer's colony, all the government office and bungalow premises, colony compound, Singik Hall premises, Tanium Putu area etc under "Mission Clean and Green Dapo."
Earlier, MD of the Tourist Lodge Dosh Dasi recalled the help and cooperation extended by the DFO for development and beautification of the lodge through the avenue plantation and regular inspection to see the growth of the seedlings.
The programme was attended by all the officials of Environment and Forest Department.
Orgs seek action against construction agencies
ITANAGAR, Jun 30: The Adi Baane Kebang Youth Wing (ABKYW) and Adi Students' Union (AdiSU) has sought action against various construction agencies of Trans- Arunachal highway for allegedly violating rules under Forest Conservation Act 1980.
In its complaint letter to the chief secretary and PCCF, department of environment and forest, they claimed that Puna Hinda Construction Private Ltd, TK Consortium Pvt Ltd, M/S Ramky Infrastructure Ltd, Dinesh Chandra R Agarwal Infracon Pvt Ltd and BIPL-BVEPL JV have been disposing off the debris of the construction material indiscriminately and haphazardly ever since the work began which is in violation to the Act which says the muck/debris have to be safely disposed.
They said that despite of the various complaints lodged by the local people, the indiscriminate disposing off of the debris has not stopped.
Consequently, due to haphazard and indiscriminate disposal of the forest area whole of the nearby area is completely damaged which is going to have disastrous consequences. Not only that, whole of the habitat of animal kingdom including Mithuns and free movement of local people have been completely disturbed, it said in the letter also claiming that several complaints to the concern authority about the problem have yielded no result. The organizations further warned of taking up democratic movement if its demand is not fulfilled.
Govt. announces to raise superannuation age of the doctors
ITANAGAR, Jun 30: The State Government has announced to raise the superannuation age of the doctors to 62 years from the existing 58 years.
This has been done in keeping with the Prime Minister’s special announcement for enhancing the age of superannuation of all doctors of the Central Health Service to 65 years with effect from May 31, 2016, according to an official release.
“It is widely understood fact that the learning curve of the doctors increases with age, and their knowledge and experience keep growing as they grow older. Also with the coming up of the medical college in the state, there would be need of experienced doctors, both to treat patients and teach,” the release said.
The release claimed that enhancement of superannuation age would have no impact on the intake of doctors and the question of blockage at entry grade does not arise. This is because there is huge shortfall of doctors all over the state, the release added.
Training on National Electoral Rolls Purification
ROING, June 30: A meeting-cum-training in connection with the ongoing National Electoral Rolls Purification NERP activities for the ERO/AEROS/supervisors/BLOs of Lower Dibang Valley was held at Roing on Thursday.
Lower Dibang Valley Deputy Commissioner cum DEO, Ravi Dhawan informed the officials gathered on the purpose of the meeting for the National Electoral Rolls Purification, 2016 drive which had started from March 1 and will continue till August 20 as directed by the Election Commission of India.
The DC also requested all the members including newly appointed Supervisors/BLOs to carry out the NERP activities properly as per ECI's deadlines and directed for cent percent error free enrollment.
ERO cum ADC, Roing, Rucika Katyal also requested all the members to co-ordinate for ongoing NERP activities and to co-operate with the election branch for successful conduct of NERP activities.
Briefing on the NERP activities, CO (ELN), Mary Nanom Taloh informed that the training basically aimed at apprising supervisors/BLO's to achieve cent percent electoral roll by eradicating errors like duplicity, poor photo image, ASD voters and multiple entry.
The training was imparted by CO Koronu, Olom Pangeng to all the ERO/AEROS/supervisors/BLOs of the district.

ITANAGAR, Jun 30: Continuing with BJP's Deen Dayal Upadhyay Maha Prashikshan Abhiyaan, the two days training kicked off at Aalo Club in presence of State BJP President Tapir Gao and NE Zonal In-charge (Organisation) Ajay Jamwal.
Pasighat MLA Kaling Moyong delivered the opening session on "BJP and its History". Plan for effective implementation of COTPA
YUPIA, June 30: A meeting on Cigarette and Other Tobacco Products Act 2003 (COTPA) was held at EAC office, Naharlgun on Thursday.
EAC, Naharlagun, H. Karga discussed the parameters for implementation of COPTA with team of flying squads appointed to conduct surprise checking in schools, hospitals and various other public places from Naharlagun to Banderdewa. He stressed upon focusing more on creating awareness on tobacco products among the people before intensify the checking in all notified areas under COTPA and informed about the plans to conduct the checking in different locations.
DTO, Dr. R.R. Ronya made a presentation and informed that awareness campaigns are being carried out in schools across Papum Pare and Capital complex on COPTA.

Oil Palm seedlings distributed to beneficiaries
ITANAGAR, Jun 30: R K Mossang Memorial Society has distributed Oil Palm seedlings to all the 15 selected beneficiaries of Nampong, Jairampur and Manmao blocks of Changlang district.
A workshop in collaboration with the Agriculture Development Officer Jongsip Tikhak, Nampong was organized by the Society wherein the beneficiaries were trained on Oil Palm cultivation.
It was decided that the planting would be completed by the first week of July.
Violation of recruitment rules alleged
ITANAGAR, Jun 30: Armed with RTI documents, Arunachal Youth Organisation (AYO) on Thursday claimed that department of Relief Rehabilitation and Disaster Management had grossly violated the laid down recruitment rules by illegally appointing 18 District Relief Rehabilitation Officers way back in February 2004.
In a representation to Chief Secretary, AYO claimed that appointment of 13 officers was made on 27th February 2004 and another five officers were made after a year (2005) in clandestine manner thus violating the norms. The youth organisation stated that DRRO are group B- gazette posts which require advertisement of the vacant posts.
However, the department ignored the norms and appointed the officers which are highly questionable, stated AYO. The organisation further stated that there was a foul play on the part of department.
Demanding such irregular practices to be checked, the organisation appealed to Chief Secretary to look into the matter and initiate the action appropriate action.
Calling for an attention
Govt Middle School Langte, Loth under Nyapin circle in Kurung Kumey district is lying in a dilapidated condition. In spite of repeated pleas, the authorities have not taken up renovation and maintenance work of the school, said Nyapin, Langte Loth ASM.
Director Horticulture retires
ITANAGAR, June 30: Director Horticulture Jambo Ratan has retired on Thursday after rendering 36 years of service to the govt. Director Ratan joined the service with Department of Agriculture on July 21, 1980 as Agriculture Inspector at Kitpi of Tawang district. Later, he also served as Sub-Divisional Agriculture Officer till 1992. He was later promoted as Director Horticulture after it was bifurcated from the Agriculture Department. He was instrumental in introducing large cardamom at Hayuliang and ginger at Roing.
Retain ADC Seijosa: APPDSSU
ITANAGAR, Jun 30: The All Pakke-Kessang, Pijeriang, Dissing-Passo, Seijosa Students' Union (APPDSSU) has sought retention of ADC Seijosa T R Tapu saying that people of the area have been living in peace without any law and order problem since his posting as the ADC. They have written to the chief secretary in this regard.
Describing T R Tapu an efficient and capable administrator who constantly stayed in the station; it claimed that illegal mining and timber operation in Seijosa area has reduced.
Lawyer attends cross border exposure and learning trip
ITANAGAR, Jun 30: Advocate Sunil Mow from Arunachal Pradesh, on invitation from Impulse NGO Network visited Myanmar and Thailand as part of a cross border exposure and learning trip from Jun 15 to 21 last. The exposure trip was aimed at addressing cross border human trafficking which is rampant through North East India as it shares border with countries like Nepal, Bangladesh and Myanmar.
Director General of Police of Mizoram, senior police officers from Assam, Nagaland, Mizoram, Sikkim, Manipur, lawyers and civil society organizations from various states of North East India also took part in the trip.
Need to create awareness on dengue: Bagra
AALO, Jun 30: Town Magistrate, Liyi Bagra stressed on the need for creating awareness among people to check growing cases of dengue in the district. He was addressing an awareness meeting on dengue organized by the District Vector Borne Disease Control Society here on Thursday.
Bagra also urged the medical officers and staffs of malaria department to play a proactive role towards malaria control.
Also present in the meeting was DVBDCPO, Dr. M Riba Ete who informed about the various categories of dengue, detected dengue cases, distribution of medicated mosquito nets, cleanliness drives and awareness campaigns launched in various sectors with the help of a detailed power point presentation.

Over 1 lakh fingerlings released in rice-growing field
ITANAGAR, Jun 30: Under paddy cum fish culture scheme of RKVY, over one lakhs fish seeds of Silver Carp, Catla and other species were released in the rice growing fields of progressive farmer of Amchi village Tana Hari on Thursday.
The fingerlings were released by DDS Joram Tako, ADO and I/c RKVY Directorate Office, Naharalgun Techi Taura and team of agriculture experts from Directorate of Agriculture, Naharlagun.
This integrated paddy cum pisciculture has been introduced for the first time in Papum Pare district.
After releasing the fish seeds, ADO Techi Taura explained about the importance of fish farming to improve rural economy and livelihood.
The programme was coordinated by ADO (HQs), Yupia Tare Kahi and ADO Doimukh Oni Megu.
Airtel launches 2G and 3G in 3 more towns
ITANAGAR, Jun 30: Bharti Airtel (Airtel) on Thursday launched its 2G and 3G mobile services in towns of Lumla, Nafra and Longding in Arunachal Pradesh under its network transformation program "Project Leap".
This is also the first time that customers in these towns will have access to 3G mobile services.

The launch of services in Lumla, Nafra and Longding underlines our commitment to the region. Airtel was also the first operator to launch 3G in the state and is the only operator that offers 4G in Arunachal Pradesh. Airtel has connected important towns like Bomdila, Naharlagun, Daporijo, Itanagar, Tawang and Zero with superfast 4G.
NPF unit condoles Swu's death
ITANAGAR, June 30: The Arunachal Pradesh state unit of Naga People's Front (NPF) has expressed sadness and mourned the death of Naga leader and Chairman of the GPRN/NSCN, Isak Chishi Swu.
In a condolence message, NPF state unit president Haappa Taidong stated that all Naga people living in Nagaland and elsewhere have lost a visionary and truly patriotic leader. Conveying condolences to the family members of the deceased, the NPF unit also offered prayers for enough strength to the bereaved family members to bear the loss.
Ban tobacco products in Capital: AIYWA
ITANAGAR, Jun 30: The All Itanagar Youth Welfare Association (AIYWA) has called for complete ban on selling and purchasing of tobacco products in Capital Complex.
Checking and restriction of selling tobacco products within Capital Complex is not a permanent solution and specification of smoking zone is also kind of encouragement to consume tobacco, it said in its representation to the Capital DC urging him to regulate regular checking of tobacco products in the police check gates.

All eyes on state government
With central government announcing the implementation of 7th pay commission recommendation,
all eyes will now turn towards government of Arunachal. The state government employees
will be hoping that government takes cue from central government and implement 7th
pay commission at the earliest. The BJP-led NDA government on Wednesday announced
an overall increase of 23.5 per cent for over one crore government employees and
pensioners in line with the Seventh Pay Commission’s recommendations, which left
most services dissatisfied. The hikes will come with the August paychecks and be
paid with effect from January 1, 2016. The arrears for the six months will be disbursed
during the current financial year (2016-17) itself.
The increase in salary is expected to dearly cost government exchequer. However finance
minister Arun Jaitley has made it clear that government is ready for it and has already
kept fund during budget towards implementation of 7th pay commission recommendation.
But the big question is whether Arunachal Government is ready for it? For a state
which is totally dependent on central fund and does not have its own income generation
resources, it will be an uphill task. Arunachal faced serious fund crunch after implementation
of 6th pay commission. The state went into debt and is still struggling to overcome
it. Even though Chief Minister Kalikho Pul publicly claims that state government
is ready to implement 7th pay commission but he also knows it won’t be an easy task.
Government will have to make proper plan in this regard. They should ensure that
it does not become burden on state exchequer. The developmental activities should
not be hampered due to implementation of pay commission recommendations.

In purview of the prevailing nightmare at Geku Circle in Upper Siang District, I
would like to highlight some serious problems which we are facing.
At the outset, I would like to draw the kind attention of the BSNL authority and
MLA 40th Mariyang-Geku constituency. In this contemporary world, telephone services
are one of the most important aspects in all walks of life. In 2009, BSNL authority
set up a BSNL tower at Geku, it was like ‘dreams come true’ but unfortunately since
its installation BSNL authority has failed to provide quality services to the general
masses. The telephone services at Geku never work properly, it works only for 5 days
in a year, often not even a single working day in a year. Thus, we remain cut off
from the other district of the state and the outside world, which has resulted in
slow pace of development activities in our area.
Secondly, the power supply at Geku circle has turned from bad to worse situation.
The lone power generator which has been set up at Silli Hydro Power Station at Geku
circle is not working properly due to this we are facing regular break down of power
supply which is hampering the denizens. And it is very sad that the concerned department
is not taking any initiative to procure new machines to replace the older one.
For how long, we have to tolerate this? Therefore, I earnestly appeal to the higher
authority of the concerned department to take necessary initiative to solve the above
mentioned issues and request the MLA 40th Mariyang-Geku constituency for kind intervention
in this matter and appeal him to take us out from this darkness and lead us towards
ACCHE DIN as promised by prime minister of India as early as possible.

Dear Editor,
Media being the fourth pillar of Democracy has only highlighted the wrong practices
followed in various Govt Departments particularly in all technical Departments while
appointing lucky and privileged few, to covetous post of AE’s and EE’s disregarding
the laid down procedures for such appointments. Such a practice, being carried out
by few selfish politicians in collusion with few top level officials, have not only
created a deep sense of frustration amongst the more deserving senior engineers but
more sadly, it de-motivates the young faces who choose engineering service as
their career.
Therefore, to allege that local media had played partisan and unjust role in targeting
only PHED is grossly untrue and bereft of sound reasoning. In fact, the local dailies
have done a commendable job in highlighting the cancerous germ of functional, officiating
and out of term promotion and appointment scams. Equally laudable is the strong
political will demonstrated by CM Kaliko Pul and others.
Instead of crying for foul play, the affected Engineers should rather appreciate
the Govt’s decision to systemise and streamline the posting, promotion and appointment
norms of officials purely based on merit, seniority and performance.
Through this letter, I strongly urge our most beloved little but daring and visionary
CM to come down heavily on other erring Depts. such as PWD, UD, Power, APEDA, WRD,
Hydro Power, RWD etc to follow the orders of the Govt in Toto and not to wait for
another reminder from the guardian of the Constitution.

Create posts for promotion of sports
Dear Editor,
Physical education and sports are paramount for overall development of good health.
It is an ordered body of ideological, science, methodological, pragmatic and management
principles ensuring the practical realization of the physical development and achievement
of physical fitness. The overall activity of a person is based on the system of physical
education. The importance of physical education and sports is not only for personality
development and good health but also to promote social harmony, recreation and discipline.
Hence, promotion of physical education and sports throughout the length and breadth
of the state is prerequisite. It is the moral obligation of the state government
to give physical education and sports a top priority for all round development. The
government should promote games and sports with necessary facilities and infrastructure
on a priority basis by imbibing sports consciousness among the masses so that their
regular participation would make the state healthy, fit and strong.
Main drawback of sports activity in state is lack of sports facilities, infrastructure
and lack of proper implementation of man power in the state sports. According to
data collected from education department and youth affairs & sports department, for
264 Secondary & higher secondary schools, there are only 133 Physical Education Teacher.
According to NCTE and RTE Acts, in every secondary and higher secondary school, one
PET is mandatory. For 20 districts, there are only 7 District sports officers and
5 Assistant sports officer. To promote games and sports, to trace out hidden talent
of the sports person from the schools, colleges, rural & urban area and to make the
masses fit, healthy, and develop leadership quality, there should be one DSO & ASO
in every district, one PET in every school and one Physical education director in
college.

Postpone exams
Dear Editor,
Through your esteemed daily, I would like to inform Superintending Engineer(Co-ord)
of Rural Works Department, Itanagar that examination date scheduled (i.e 9th and
10th July) for the Post of J.E.(Civil) under R.W.D department is coinciding with
date scheduled (i.e 9th July) for Online Preliminary Examination for the post of
P.O. under State Bank of India and it will be impossible for us to attend both the
exams at the same time. So, I humbly request S.E of R.W.D department to postpone
the earlier scheduled date so that we can attend both the examinations comfortably.

NSG and India
Dear Editor,
No decision has been reached at the plenary session of NSG at Seoul regarding Indian
membership. This should not be looked upon as a failure of India to enter the elite
NSG group in spite of hot diplomatic pursuit by China-Pakistan evil nexus. India
may not have been able to gain membership in this round but India could not be prevented
from entering the group in future. The division among the current NSG group members
regarding Indian membership is a silver line in the dark clouds as it also shows
the support and resistance against India in full spectrum. The Modi government has
done exemplary work in pushing Indian agenda in the NSG in spite of highest efforts
by China to block it and no discussion regarding Pakistan was entertained or supported
by any existing member. This is indeed a diplomatic success for India and the nation
should continue the efforts for engaging with major and minor global powers to advocate
Indian case. We need to remember the nuclear deal between major global powers with
Iran took a long time. I confidently predict sooner or later India will become an
NSG member.
However, it is also important to mention that some political parties and a section
of media has already started a campaign of hatred, misinformation and a cry of failure
to malign the Indian initiatives for getting NSG membership. It seems that India’s
aspiration to become a global power is a curse for some in India itself left aside
the blockade by China. After several decades of only claustrophobic useless dog fights
in the parliament by a vast section of our so called illiterate parliamentarians
many of whom will not be able to write the correct spellings of their own names if
challenged; India has shifted towards a dynamic foreign policy that is now globally
appreciated. China is afraid of India’s rise and will try and block India in every
international forum; that does not mean that India has to follow an appeasement policy
to counter China. A section of Indian with strong communist affiliation is concerned
that India is strongly competing with their beloved China with support from major
western democracies including the mighty US. So one can feel their pain and anguish!
But history has to take its own discourse. Today or tomorrow much to the discomfort
and anger of some fellow Indians, India will rise to the highest global order. India
will get an NSG membership today or tomorrow. It is just a matter of time. Long live
India! Vive la India! Larga vida a la India!

Fresh recruitment needed
Dear Editor,
Through your esteemed newspaper, I would like to draw your kind attention to illegal
appointments of RO, UDC, LDC, peon and Junior Engineers, Data Entry operators under
various office like Arunachal Pradesh Building and Workers Welfare Board (APB&OCWWB),
Water Resources Department (WRD) and NRHM. The employees were appointed for only
one year after which the posts were to be advertised. But till today there are no
updates from neither of the departments in this regard.
Any appointment to a govt job without the post being advertisement in the media violates
Article 14 and 16 of the constitution, the Supreme Court has ruled.
We request Govt. of A.P for immediate cancellation or termination of above mentioned
illegal appointees. And govt. should ensure that appointments are done on the basis
of merit, so that only deserving candidates are selected.
If illegal appointments is not stopped immediately in Arunachal Pradesh, it may lead
to insurgency problem. Unemployment among the poor family back-ground are one of
the main factors of insurgency in many states.
Enough is enough; we need equal opportunity in our state whether it is permanent,
contractual or contingency posts.
